BERKELEY COUNTY - A former West Virginia Division of Highways employee is facing felony theft charges in Berkeley County magistrate court, after authorities say he stole about $200,000 worth of property from the agency. 55-year-old William Smallwood of Martinsburg was arraigned Friday on one count of obtaining property by false pretenses.  Smallwood is accused of taking items over the course of several years while working as a storekeeper for the DOH's District Five operations in Berkeley County.  Court documents indicate one of those items was a plasma cutter worth about $4,000.  Smallwood is currently out on a $20,000 bond, and is no longer employed by the DOH.
